Can a landlord evict because of a bedbug issue in building that he/she refuse to take care of?

Its a bedbug infestation in the building, which the landlord is refusing to have the whole building exterminated he is saying its way too expensive and he's just not going to do it. Meanwhile he's having the same company in to spray apts, but the problem is not going away, so I have decided to hold my rent until the problem gets fixed. I have contacted legal aid for advice but I am on a month to month, so do the landlord have legal grounds to evict me?
