If there were 9.5m Jews in pre-war Europe, how did Jews know Hitler planned to kill exactly 63.157% of them?

I think he just wanted them out of Germany. Some he let go and lots he killed, but this was not his primary objective. His plan was a large empire. If there were Jews alive outside the empire I doubt he would have cared. He just needed a scapegoat at that particular time.
